The demand for applications and systems is shaped by Government’s obligation to interact more directly with citizens and to deliver more efficient services and generally has to do more with less. Systems & Applications have the potential to bridge the gaps between Government and citizens, Government and business, Government to Government and business to citizen interactions.
The importance of a Broadband infrastructure
It is becoming increasingly rarer to find stand-alone applications working in isolation. Enterprise applications are server and networks based and are usually available to many graphically dispersed offices. Without good connectivity these applications are not useful and not able to perform the functions they are designed to perform. A stable network with sufficient bandwidth has become a necessary requirement for most if not all enterprise applications. Application and consultancy services will thus rely heavily on broadband infrastructure.
The broad-band penetration in Limpopo is still very low. Without access to broadband infrastructure the effect of applications and systems will be limited. The roll-out of a cost-effective and affordable broadband infra-structure is a prerequisite for effective e-service implementation in the province.
The focus of Knowledge Economy is Enterprise Systems or e-Services, these systems that can make a significant difference to the lives of ordinary citizens. Enterprise systems are typically used by an entire department or many different entities. These systems are complex in nature and require day-to-day maintenance and support.
Many departments, parastatals and municipalities have implemented different solutions in attempt to provide services to citizens or to satisfy internal needs. This resulted in a diverse application landscape in the province with almost no options for integration between the systems. The approach should be to implement provincial wide systems based on the national Government Wide Enterprise Architecture (GWEA).
Knowledge Economy strives to provide end-to-end solutions to departments. The implementation of a system has many phases and if any one of these phases fails the entire system fails. It is therefore important to provide support from the initial feasibility study until the implementation and support phase of new systems.
Solution Delivery through Partnerships
Providing cost-effective enterprise systems to Government is a complex, resource intensive and time consuming. To provide application and consultancy services on a provincial scale to Government one has to consider the resource requirements which go hand-in-hand with these services. More importantly, an appropriate model for engagement must be defined.
It is important to establish a partnership model, which would ensure collaboration with established industry players and at the same time allows for the development of provincial SMMEs. The focus is on the delivery and support of end-to-end e-service solutions through partnerships with State Information Technology Agency (SITA), major industry players and SMMEs.
Limpopo Connexion has adopted mature programme and project management methodologies. The methodologies cover all aspects of a project from its inception to the final sign-off.
The utilization of these methodologies has a track record and will strengthen Limpopo Connexion’s position to deliver e-Service to the province.
Policy Framework and Governance
Limpopo Connexionwill fully comply with all relevant legal and policy regime when it considers partnership agreements and when projects are executed.
In this regard, PFMA, MFMA, Treasury regulations, the SITA act and regulations as well as Limpopo Connexion’s own internal procurement policy will be adhered to.
Limpopo Connexion will continuously follow-up the application landscape in the province and will consult with stakeholders to identify new opportunities in providing e-Services.
Once an opportunity has been identified, it will be researched and analyzed and Limpopo Connexion will identify possible solutions together with potential possible partners to deliver the identified solutions.
The next step is to design the e-Service as per the requirement of the client, taken into account the Government Wide Enterprise Architecture (GWEA).
During the build phase the service will be developed according to the accepted design and specification. The final deliverable of this phase will be a fully functional and robust e-service application.
In-line with Limpopo Connexion’s vision of providing end-to-end solutions, Limpopo Connexion will also oversee the implementation of the e-service including training of employees and change management programmes.
Finally after successful implementation, Limpopo Connexion will ensure that the e-Service is well supported and maintained until it is decommissioned.
